Yes, in the 1999 series at least.  In the book, Snowdrop is an elderly member of the Efrafan council who is deaf.

Does Bigwig care much about the kids? If he does I suppose he might - reluctantly - let Snowdrop win :D

On a few occasions, I think he praises the entire Junior Owsla (including Snowdrop) for doing a good job.  Better than Hawkbit, at least :hawkbit2
