As far as I can tell, voice-over translation is commonly used only in Poland* and few other countries like (checks Wikipedia) Russia and Bulgaria. It appears that everybody else is using either subtitles or full dubbing. I could be wrong about it, since I only did a minute or two of research on this topic. :p

*That technique is mainly used in television. When it comes to movie theaters, we watch foreign films with subtitles or full dubbing (if it's something that children would be likely to see).
