I got reminded of this earlier on in the year! I used to watch it. Haven't seen a full episode since remembering it, though, so cannot comment any further at the moment!

It's actually a Dutch-German-Japanese co-production but the original character was indeed created by a Dutch guy. Here's the intro^^ (in Dutch of course).

I watched this when it was on shown on Channel 4 when it was first broadcast in the UK. A very good series. One of my favourites from that time, but I've not seen it on DVD, which is a shame. With how the world is now, it's due for a re-showing to encourage people to be more compassionate towards people. The character Dolph is horrible.
